Your lowest fire-protection quote is probably the most expensive option. I've handled fire-protection and PPE purchasing for a 200-person industrial company for six years, and I've watched low-price awards turn into change orders, service calls, and rework. If you're evaluating a Tyco fire alarm system, a Tyco fire extinguisher, or a new PPE line, here's the short answer: don't compare the price. Compare the total cost of owning a working, code-compliant system. That's where the real money hides.
I didn't build a TCO spreadsheet because spreadsheets are fun. I built one because I got burned in the usual ways. A low-bid alarm panel failed commissioning because programming wasn't included. Low-bid safety boots lost their soles within months. Both options looked cheap on paper. Neither was actually cheap once you totaled the cost of fixing the mistake.

- Permits, AHJ review, and inspection fees.
- Installation, commissioning, and final acceptance testing.
- Central station monitoring, usually a monthly recurring fee.
- NFPA 72 inspection, testing, and maintenance requirements, including battery replacement and expected service calls.
- False alarm risk, including fines and lost productivity.
- Occupant training, signage, and documentation.
Once the list is complete, ask every bidder to price each line in writing. A bid that excludes testing and service isn't a cheaper version of the same system; it's a different scope of work.

It is not a substitute for a fire risk assessment. In a low-hazard office, the simplest compliant system may be the right total-cost answer. In a chemical plant, a code-minimum system can be dangerously inadequate.
Total-cost thinking also shouldn't convince you to skip qualified professionals.
